Law No. 4 of 2013 is now in force which provides for a certification for professionals without a VAT whose activity is not recognized by an order or professional register. It is not mandatory but over time it should become more of a quality stamp to protect consumers.
This affects almost 150 stakeholders including photographers, naturopaths, tax lawyers, financial advisors, insurance advisors, real estate appraisers, patrons extrajudicial consulters, communicators, building managers, chefs, private investigators, optometrists, massage therapists, guides, hygienists and more. In all, it will be more than 2 million professionals concerned by the provision which accounts for 14% of workers in a small country who produce 4% of the national GDP.
Up to now they were certified by the professionalism that led to positive opinions among customers working on word of mouth. From now on it will be possible though not required to join the association in its category, use letterhead, enter into contracts with customers regularly, undergo certain obligations and checks follow courses, sign an insurance policy for civil liability and more. The associations of branches will be corresponding to open claims to which the consumer can turn in case of litigation. It is estimated that the certification will cost the people of VAT between 150 and 200 euro per year.
